It may be due to a virus or worm infection or someone knowingly disabled Registry Editor, you can enable it again by any of the following methods:
1. Type gpedit.msc in RUN dialog box and go to:
User Configuration -> Administrative Templates -> System
in right-side pane. Look for "Preventaccess to Registry editing tools" and set it to either Not Configured or Disabled.
Close the Group Policy Editor Utility, now you should be able to launch registry editor normally.
OR
2. Type exactly the following (Or copy and paste) in RUN dialog box and press ENTER:
REG add HKCUSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem /v DisableRegistryTools /t REG_DWORD /d 0 /f
Note: If Registry Editor was disableddue to virus or worm attack then you should, first scan and clean your system with a good updated anti-virus like Free Avast Antivirus (www.avast.com or www.eset.com)
